Budget 2027

We are delighted to share our Pre Budget Submission with you. The five asks in the submission were agreed following extensive consultation with members at roundtable discussions, one to one meetings and with information from our quarterly surveys and Policy Council.

Budget 2027 presents a critical opportunity to address the long-term constraints undermining Dublin and Ireland’s competitiveness. In particular, sustained investment and reform in housing delivery, enabling infrastructure, skills development and enterprise competitiveness will be essential to safeguarding Ireland’s long term economic resilience and attractiveness for investment.

Enterprise and Investment

  • Reduce Capital Gains Tax to 20% for disposals of investments in unquoted, actively trading companies.
  • Further enhance the R&D tax credit by removing or increasing the limits applicable to outsourced R&D, and by simplifying the regulations and improving SME access.

Infrastructure

  • Prioritise funding for shovel-ready infrastructure projects such as DART+ South West and West, LUAS Finglas and BusConnects.
  • Accelerate the delivery of the Eastern and Midlands Water Supply Project and the Greater Dublin Drainage Project and continue funding commitments for MetroLink.
  • Ensure delivery bodies and regulators are appropriately resourced to progress critical projects without delay.

Housing Delivery

  • Fund and enable the delivery of at least 30,000 homes per annum in the Greater Dublin Area, including full resourcing of key housing schemes and the water, energy and public transport infrastructure needed to activate land for housing development.

Skills and Labour Market

  • Introduce a National Training Voucher Scheme, funded through the National Training Fund, to support employer-led upskilling and reskilling, alongside targeted measures to increase SME participation in apprenticeships.

Cost of Doing Business

  • Streamline the tax system to reduce compliance costs, administrative burdens, and regulatory complexity for small and medium-sized firms.
